I wrote simple IRC logger with Web frontend in Perl: [https link] Maybe someone will find it useful/interesting. The frontend interface is very barebones but it's fast and fully functional. It supports per user channel log access configuration and adding logged channels and servers. There are few missing features like log file sorting by year and month though.
