20:37 DaemonFC; That's not exactly true. They help create a wind chill effect, and that's like, your body temperature creates this stagnant hot air around you that it can't get rid of, and your body tries to maintain its internal temperature at close to 99 degrees.
20:38 DaemonFC; So unless the air the fan blows on you is very humid and/or getting close to the upper 90s, the fan is blowing away hot stagnant air from around you and replacing it with air that's probably a good 10-30 degrees cooler than your body temperature.

20:40 DaemonFC; It's a mistake to rent an apartment on a higher floor than ground level if you can avoid it. The hottest apartments in the summer will be the ones on higher levels, because the heat in the building will rise through the floor from units below you.
