Isn't the homepage of the respective users the better place for sharing PGP keys? On BBS it's more likely that someone is impersonating someone else than on a personal domain.

The keys should definitely be on the users' homepages, too. Publishing them in multiple places makes them easier for people to trust, since you have multiple sources to cross-reference.
Having a subspace for the keys here makes it easy to search for them, since there is no standard location on people's capsules where keys can be found.
I guess the key is where the email address is on a capsule.
If this subspace is convenient for finding keys, people might only look here, because humans are lazy.
For example, I posted a link to my capsule, where they're located.
